Empowering Rural Innovation Through Sector Challenges: Restless Development

Restless Development, a member of the ACN Affiliate Program, is a locally led non-profit organization in Uganda working to unlock the productive potential of young people as drivers of social and economic progress. Through the Affiliate Program, the organization is part of a broader network of partners committed to expanding opportunities for young professionals, strengthening institutional capacity, and sharing learning across Africa. Each year, they train, mentor, and connect thousands of young people, strengthening their ability to lead initiatives that address local challenges while building practical skills.
By integrating mentorship, seed funding, and hands-on implementation support, Restless Development creates a pathway for youth to move from concept to execution.
The Sector Challenge: Ideas to Action
In 2025, Restless Development launched the Sector Challenge, an initiative designed to help youth-led teams across Uganda translate local challenges into viable enterprises. Five teams, each composed of eight young innovators, received seed funding, ongoing coaching, and mentorship to test and refine their solutions in real-world settings. The program emphasized iterative learning, enabling participants to respond to setbacks, adapt strategies, and develop practical, scalable enterprises that meet the needs of their communities.
A Local Enterprise Driving Real Impact

One of the standout successes from the Sector Challenge is Verde Quality Seeds Network Ltd, led by a group of young alumni focused on improving food security in Eastern Uganda. The team identified a critical gap: many local farmers lacked access to reliable, climate-resilient seeds. In response, Verde concentrated on indigenous maize and groundnut varieties, crops well-suited to the region’s conditions.
With guidance from Restless Development, the team partnered with the Akeriao Farmers’ Cooperative to train 50 multiplier farmers, ensuring that knowledge and resources reached local communities effectively. They also established a community seed bank and installed a 750-liter storage silo to maintain seed quality, laying the foundation for more resilient and sustainable agricultural practices.
“This initiative changed how we see our ability to contribute,” says ChenChen Cornelius, CEO of Verde Quality Seeds Network Ltd. “The support we received gave our work structure and credibility, and it opened conversations with local authorities about scaling the seed bank model.”
Building Capacity Through Experience
Beyond funding, the Sector Challenge provided participants with hands-on experience in enterprise management, stakeholder engagement, and operational problem-solving. Through iterative testing, learning from failures, and refining strategies, young innovators gained confidence in their ability to develop enterprises that address real community challenges.
Restless Development’s approach helps youth view themselves not just as beneficiaries of change but as active architects of solutions. By combining mentorship with practical enterprise-building opportunities, the organization fosters a generation of leaders who can identify needs, implement solutions, and create lasting impact in their communities.
